We started printing for the federal government in the 1960s and have continued to grow our relationships with a number of agencies over the years. With our main manufacturing location in Claysburg, Pennsylvania, we are well connected to many major metropolitan areas, including greater Washington, D.C. and surrounding areas.

NPC is certified by the Small Business Association (SBA) as a Total Small Business.  We have always taken the opportunistic approach to federal contracting as a Prime Contractor, a Subcontractor, or participating in a mutual Joint Venture. In recent years, the GPO certified NPC to produce products designated as "Level 2" quality, allowing us to offer a wider spectrum of services to our government customers. The GPO certifies suppliers according to Product Quality Levels (PQL) through its Quality Assurance Through Attributes Program (QATAP) for Printing & Binding. NPC’s quality assurance efforts are based on these attributes to ensure satisfaction of produced materials.

SPA and 951-M

Federal government agencies can connect with NPC using contract vehicles, namely the GPO Simplified Purchase Agreement (SPA) and the GPO 951-M Agreement.

The SPA program allows authorized government agency print specialists to make smaller purchases directly from approved vendors, like NPC. Most agencies can use the SPA program for purchases valued at under $10,000; however, some have higher or lower caps. More information can be obtained from the GPO directly.

GPO's Consulting and On-site Printer Service for GPO customers, 951-M, is a new direction in printing and publishing services for GPO customers. It gives qualified contractors like NPC the opportunity to provide consultative, printing, publishing, copying, and on-site services to all federal government agencies.

Access to NPC through this Agreement is by task orders on two different levels:

  • Consulting Services
  • On-site Printing and Copying Production Services
